The Los Angeles Department of Water and Power (LADWP) is the largest municipally-owned utility in the nation. The LADWP works to boost the Los Angeles economy through infrastructure loans, community redevelopment and beautification programs and training and outreach programs. The mission of the LADWP is to promote the creation and expansion of small business enterprises, supplier diversity, and community economic development that form the backbone of the City's economic engine.

The LADWP Economic Development Group (EDG) strives to achieve these goals and objectives through the following programs and services:

  • Business Expansion and Retention Program
    • The EDG provides project case management assistance, such as procurement of permits and clearances, facilitating construction of utility facilities, and infrastructure improvements.
  • Community Redevelopment and Beautification
    • The EDG revitalizes targeted communities and industrial areas affected by increased building vacancy rates, decreased business activity, large vacant or underutilized land, and/or high crime rates. Reliable and aesthetically appropriate utility services, outdoor area lighting, telecommunication services, and business/environmental permitting support are examples of enhancements funded through this program.
  • Business Training and Outreach Program
    • The EDG actively participates in business and community events and offers seminars, workshops and other business readiness services for owners and both new and existing entrepreneurs.
  • Call for Projects Program
    • This pilot program will provide matching grants to promote research, development and commercialization of innovative solar and other renewable technology in the LADWP service area.
  • Enterprise/Empowerment Zone Subsidized Electric Rate Program
    • The EDG promotes the attraction of new businesses, the development of existing businesses, and job creation in state and federally-designated economically depressed areas.
  • Utility Infrastructure Loan Program
    • The EDG offers short-term loans to commercial customers to fund the design, equipment, purchase, and construction of utility infrastructure facilities to provide electric or water services required by the LADWP.
